This is a good topic to start out with, but you might want to get more specific in your paper. As you research next week, see if there are specific practices or policies you want to focus on.
What is going to be your argument? Maybe you could focus on the best ways, as seen from past experiences, of intervening with countries that harbor terrorists.
i dont know if this helps at all, but another approach to this could be arguing for or against america being the "world police." i guess the idea would be whether or not america is responsible for keeping things in control or if they are just abusing power or something like that. i think terrorism could fit into that..
